An activation at 03:00 is a process question long before it is a manning question.
Alarm response only works when the instruction set is written before the first activation. Who is called, in what order, what the responder is authorised to do on arrival and what happens if the site cannot be secured — all of that belongs on paper, agreed with the client.
The second half is the record. Every activation should close with a time of call, a time of arrival, what was found, what action was taken and who was informed. Without that, a pattern of repeat activations never gets diagnosed.
Most sites that complain about false alarms have a detection problem rather than a response problem. Reviewing activations by zone over a quarter usually points straight at the cause.
